Matt Krook was the 35th overall pick in 2013 out of a San Francisco high school, but he did not sign since he failed his physical with the Marlins. So he went to college at Oregon. He ended up needing Tommy John surgery and missed his sophomore season.
When he came back he still had impressive stuff, but his command was wonky. Teams still liked what they saw and he was drafted in the 4th round by the Giants in 2016.
He has struggled as a pro, though there are reasons to be optimistic.
Last season in AA he pitched mostly in relief and over 74 innings went 4-2 with a 4.86 ERA/1.446 WHIP. But he only allowed 57 hits while striking out 95. He does not give up a ton of home runs, so I think the problem still mostly lies in command. He walked 50. And walks have a way of coming back to haunt you.
He will be a 24 year old in AA ball in 2019. I am optimistic he will put it together.
